Principles of Good Governance


Generally, good governance has been attributed mutually inclusiveness and re-enforcing eight major characteristics. These not only provide structure but also instruments of ensuring good governance. These are: participation, rule of law, transparency, responsiveness, consensus oriented, equity and inclusiveness effectiveness and efficiency and accountability (UNDP-1997)

Participation

Representative democracy preserves every citizen's rights to participate in the management of public affairs regardless of caste tribes, language, religion and ethnicity. It also emphasizes on participation of both men and women in society's affairs. It not only calls of freedom of expression and association but also calls for providing opportunity and power to participate in and influence decision making functions of the government at all levels.

Rule of Law

Good governance must run in accordance with law. To prove guarantee of rule of law, judicial institutions and impartial independent mechanism are to be functional. No one should be treated as beyond the periphery of law. As democracy has symbiotic relation with rights, they are inseparable.

Transparency

The functions of the government should be based on law. Their decisions and their execution should be transparent and information about such decision and enforcement must be freely available to those who need them. Transparency could ensure public trust on government encouraging people for active participation.

Responsiveness

All government institutions and their stakeholders should follow the rules and regulations. The process they follow should not cross the limitation of limitation of rules and time-frame.

Consensus Oriented

Good governance requires to bring differing interests and view points of the society together and mediating among them to arrive at broad consensus to best suited for the whole society. It needs to maintain equilibrium among their claims. 

Equity and Inclusiveness

Good governance requires to accommodate and assimilate all members of society particularly women, vulnerable groups, disadvantaged and groups in national mainstream. Their voice should be head in decision making.

Effectiveness and Efficiency

Good governance should be directed towards efficient and efficient and effective delivery of public goods and services to the members of society. It must maintain efficiency in allocation of resources and sustainable use of it.

Accountability

The core principle of good governance is public accountability. Every stakeholder is required to observe public accountability.

Legitimacy

Good governance requires attaining legitimacy in their functioning. Election is the best means to acquire legitimacy.

Economic Liberalism:

The growing support in favor if liberalization emphasizes on more freedom and liberty in economic affairs in the nation. Privatization policy is the best concept to provide more economic freedom to private entrepreneurs.
